DNP3 Dissector does not properly decode 'Read' Requests that use the 'list of
points' specifier available in many DNP3 test-set software packages.  This is
due to an unexpected combination of the Index and Qualifier codes that don't
increment an 'offset' parameter and will eventually lead to a infinite loop in
the tree builder routine.

A patch will be provided soon via GIT to compensate for this condition and
handle the 'Read' message properly.
