I didn't see the tooltips until later; by then I was already using the Legacy
interface because of the problem I had with setting capture filters (bug
11836).  

Usually I expect context-sensitive Help to be more detailed than tooltips, and
a User Manual (if one exists) to be at least as detailed as context-sensitive
Help.
