        I got same issue. 
It seems that it is related to the fact that driver signature enforcement is
mandatory on windows 7 64 bits. Since USBpcap is not signed, then it blocks all
the usb stack, so any mouse or keyboard plugged.
I have to reboot allowing the non signed driver to unistall usbpcap.
Unfortunalty safe mode does not help.
Since disabling driver signature enforcement is possible but not easy, i
suggest to sign the usbpcap driver, if possible, or emit a strong warning when
installing on 64 bits system.
