The string in question comes from Windows, so the language preference he'd have
to change would be the *system* language preference, not Wireshark's language
preference.

(And the Wireshark code that gets that string from Windows is in libwireshark,
so the issue would show up in both the GTK+ and Qt interfaces, both of which
use Unicode, although they might handle the non-UTF-8 text differently.)
