Comment # 2 on bug 11601 from 
added another capture which illustrates that any SIP message with malformed
Q.931 body is ignored during VoIP call processing: the INVITE contains a
properly encapsulated Q.931, the 183 and 200 do not contain the Q.931 at all,
and the BYE contains an ill-encapsulated Q.931. Accordingly, the SIP call ends
in "in-call" state, and the Q.931 call ends in "call setup" state.
