Hm, I tried to reproduce this by installing Wireshark Portable 1.99.9 and
2.1.0-69-g2eb7e87 on a Windows 7 x64 Home Basic VM (English), but it could not
even start the Wireshark Portable executable.

The first time I try to run it, I get no message. The next attempt I get a
Yes/No dialog:

The path to Wireshark Portable has changed, since it was last started, from
\Users\User\Desktop\?\WiresharkPortable2 to
\Users\User\Desktop\二\WiresharkPortable2. Moving portable apps like this is not
advised, and some features may not work. Are you sure you want to continue?


... either option has no effect. Maybe the result depends on the system
language. Maybe som other Windows dev can try to reproduce it?
