The PDN Connectivity Request ESM message sent by your MME / Test Equipment is
malformed.
More specifically, in the PCO IE the DNS Server IPv6 Address length is wrong:
it should be 16 bytes and and not 4.
Given that you are allocating an IPv4 address to the UE, it's probably the DNS
address type that is wrong: it should be IPv4 (0x0d) instead of IPv6 (0x03).
Manually fixing it gives a decoding without error. So please fix the issue on
your side.
