Comment # 5 on bug 11440 from 
*there are no log files or events posted by password safe and repository
*renaming the known good executable to wireshark.exe > the "new" renamed
wireshark.exe works fine.

I dont think that this is a security feature from password safe and
repository...
i can´t remember the same issue @win8.1
