It appears this is intentional and not limited to window updates, the code
resets the dupack counter after *every* non-dupack. So the counter is only for
sequential dupacks.

Would it be more useful to have a per-flow (or global?) counter, or both? This
is starting to feel more like an enhancement, though obviously the current
behaviour is confusing.
