My "algorithm" was if a heuristic dissector originally had a preference and it
was disabled by default, the heuristic dissector would be disabled by default.
Otherwise heuristic dissector is enabled. With the new enable/disable in
place, if we want to get pickier about which heuristics are enabled by default
we can certainly do that. I guess the judge would be how many false positives
show up.
