I have a scenario where I am updating 11 PDP Contexts and apn-oi-replacement in
my system. On this update HLR sends 3 standalone ISDs where 1st two ISDs
contains all 11 PDP Contexts under gprsSubscriptionData but the last ISD is
received in wireshark as malformed packet as it has only apn-oi-replacement
parameter and no pdp Contexts.
