Changing the UI language in Preferences doesn't update all elements, a restart
is required to complete the change.

Elements I saw that did not change:

  Status bar.
  Capture filter "hint" text, e.g. "Enter a capture filter" in the main
display.
  "(not found)" annotations against the recent files list.
  The display filter "_expression_ ... " button (and its tooltip).

In addition the bottom line of text under the "Learn" header ("Your are running
...") disappears.
