And gives you something that really looks *HORRIBLE* and confusing.  See my
comments in that bug.

Yes, that's exactly what that bug is saying.

Alexis didn't provide it, the person who filed bug 9627 did.

Yes, either the person who filed the bug generated it himself or herself in
software and didn't supply real values for those fields, or they captured it
with either hardware that doesn't provide MPDU aggregation information to the
host or a driver that doesn't use that information to fill in the radiotap
header.
