They are. They just happen to be labeled TCP.
So this is an enhancement request for TCP segments with no data.
Note that even TCP segments *with* data can contain traffic for more than one
protocol - consider a TCP segment containing part or all of an NFS request or
reply and part or all of an "NFS ACL" request or reply, for example. The value
of the Protocol column for a TCP segment can be misleading.
