I'm not sure to understand what you mean. Clearly the text encoded in Service
Category Program Data IE in the pcap you attached is not using 7-bits ASCII.
For example the text buffer is 19 bytes long, while it should be 17 bytes long
(19 characters with 7 bits takes 16 bytes and 5 bits).

http://freestuff.linkbit.com/epc_packet_builder/ is not building the PDU
properly for the Service Category Program Data IE because the PDU size is
always the same whatever encoding you select (7, 8 or 16 bits per character).
SO I consider my code as correct and the encoder output as buggy.
