And that's what it reports on the machine with the issue?

And running "tcpdump -h" on that machine prints something such as

    tcpdump version 4.?.?
    libpcap version 1.5.3

for some values of "?" depending on the tcpdump version?

Do you have an "eth0" device and, if so, what does "tcpdump -i eth0 -L" print
on the machine with the issue, and does the same problem occur if you try to
capture on it with Wireshark?
