After double checking the UTCTime (VisibleString) encoding in ITU-T X.680 and
ITU-T X.691, I believe Wireshark dissection is OK.
But it's like if the encoder used to produce the POSINIT message was not using
a restricted character set for the VisibleString type (per X.680 chapter 43.7)
but was using the full character set. Are you sure of the encoding?
