What profile are you using?  The default profile, or another profile?

The *default* profile's hosts file should be in
C:\Users\myUserID\AppData\Roaming\Wireshark (or wherever your AppData directory
is) on Windows and ~/.wireshark on UN*X, but for a non-default profile named
"foo", it should be in C:\Users\myUserID\AppData\Roaming\Wireshark\profiles\foo
on Windows and ~/.wireshark/profiles/foo on UN*X.
