Hmm, this works ok for me on Debian Wheezy.

Regardless of the setting, the glib test program is only run when pkg-config
finds a glib installation that looks usable.

What platform are you on? Does your autotools installation provide its own .m4
file for finding glib? I.e. is there a file such as
/usr/share/aclocal/glib-2.0.m4?

If so, is disable-glibtest or enable-glibtest mentioned somewhere in this file?
