:
RFC 4068 has
      Length         The size of this option in octets not including the
                     Type, Length, and Option-Code fields.

RFC 5268 has
6.5.3.  Mobility Header Link-Layer Address (MH-LLA) Option
:
   Length: The size of this option in octets not including the Type and
   Length fields.

RFC 5568 has

6.4.4.  Mobility Header Link-Layer Address (MH-LLA) Option
:

      Length: The size of this option in octets not including the Type
      and Length fields.

So it seems like wireshark is following RFC 4068
