Would it be possible to provide a sample capture containing the complete TCAP
transaction that reproduces the problem?

I think that this is probably an artifact of incomplete TCAP
session/transaction matching. In my experience, if the transaction is
successfully matched by Wireshark, then the application-context
version-specific decoding works as expected, but if the transaction isn't
matched (e.g. a TCAP END is decoded in isolation) then the GSM MAP decoder can
get confused.
