This is unconventional, and very confusing behavior then. Once user selects
from the drop-down box, "apply" is usually implied, unless you emphasize that
it isn't applied with, say, yellow color, and/or bold "Apply" button. And there
is also no way to see what the currently applied filter is, or to go back to
it.
I think, this behavior (visible filter isn't applied) is good when user is
typing it. But when the user selected it from the list of previously used ones,
this is confusing.
When the user just typed it in and it is green but not applied, prominent
Apply/Revert buttons should tell the user the choices. And when the user
selects the previously used filter, it should just apply.
