I have to admit I've never seen someone installing an RPM as any user other
than root.  Then again I've never actually seen anyone installing an RPM on an
OS other than Linux and you are, so...

I'm pretty sure our RPM spec is buggy then.  (I'd be *very* surprised if it
worked on an OS other than Linux or could be installed by a user other than
root.)
