What happens if you have two capture files with process event blocks, with both
capture files having PEBs with the same process ID, or capture information
blocks, with both capture files having CIBs with the same connection ID, and
you merge them?
This isn't an issue for interface description blocks, as they're referred to by
index, rather than by a number recorded in the IDB itself.
It *is* an issue for PEBs and CIBs, however.
