Just another note: this is the (only) behavior of the SCTP dissector:
retransmissions aren't handed to subdissectors and there's no preference for
changing that behavior.

But, I do remember Ronnie or somebody once pointing out that sometimes you *do*
want subdissectors to run on retransmitted packets because they affect the
calculated response times or some such (I remember reading that after I had
changed the SCTP dissectors' behavior to what it is now).  Unfortunately I
can't find the reference at the moment...
