I think Decode As should give the opportunity to save its choice (in
preferences), so that subsequent loads of a capture file do not require to it
be selected again.
This was inspired by L2TP dissector, that has an explicit preference for it's
"pseudo Decode As" functionality. It's probably not the only dissector which
such functionality, so a general solution is probably better.
