The current behavior comes as a result ofr48423 (with some fine-tuning inr48518). I think it makes some sense, too: the checksum of the encapsulated IP
packet isn't really interesting: the fact that it's coming back in an ICMP
packet means it was good when transmitted. It would be a pretty weird
condition (and probably not an interesting one) if the checksum was wrong once
encapsulated in the ICMP packet.
I'm tempted to leave this as-is unless someone has a good argument for why it's
interesting to see if that checksum is good.
