Thanks for the attention.
The encapsulated data is not Cisco HDLC, it is X.25 HDLC and can thus start
with either 0x'01' or 0x'03' for Command and Response.

The DTE is a Motorola Vanguard, that performs the FR encapsulation.

I have attached an example, that I thought was also attached to the bug report.
