I'm sorry I don't understand your complaint.
The field is 7 octets long, the hex blow is the value part
locationNumber: 03172256114391
0000 03 17 22 56 11 43 91 .."V.C.
Q.763 3.30 Location number states that the first two octets are information
about the number. The blow decoding is inline with the standard as far as I can
see.
