If you're planning link utilization you would want to *include* the TCP/IP
length (as well as any other headers).  The only time I can think that you
wouldn't want this is if you've encapsulated something from some other link
type in TCP/IP.

Anyway, it's generally easy enough to get the protocol size when you're in the
GUI.
