     by linking those executables with setargv.obj.

but, when looking at the 1.12 Makefile.nmake, we appear *not* to be linking
with setargv; it was removed, probably inadvertently, as part of commit
d602662b36b7322573e83fe80c3ab820992073c9 (which changed the list of object
files for mergecap from an explicit list to a list built from the list of
mergecap sources - *most* of the object files in that list could be replaced,
but setargv.obj couldn't be and shouldn't be).
