Reopening to consider what to do in master-1.10.

Looks like the same issue to me on a cursory glance. Unfortunately Hadriel's
fix is fairly complex (there was some bad stuff going on with ownership of the
hash table which wasn't straightforward) so it's not easily backportable.
The only "bad" fix I can think of is just to not free it, which adds a memory
leak, but 1.10 already has a lot of those...
