This dissector is designed to allow decoding of Ethernet-encapsulated-serial
and RTAC serial messages that use Cooper 2179 protocol.  

Devices using this protocol are typically industrial grade electrical power
system recloser and regulator controllers manufactured by Cooper Power Systems.
 Functionality for this comm protocol is now present in the Schweitzer
Engineering Labs RTAC communication processor product.

pcap samples are attached to this bug report showing both RTAC serial and
Ethernet-encapsulated messages.

The original coding and credit for this submission should be assigned to
Qiaoyin Yang (qiaoyin[DOT]yang[AT]gmail.com) of SEL; I provided some clean-up
and function library assistance as well as the submission itself.

A GIT submission is forthcoming shortly with the necessary code-base changes.
