I suspect the problem is that:

    ARP replies can tie IP addresses and MAC addresses together;

    if we don't have a host name for a MAC address, but we have an IP address
for the MAC address, and we have a host name for the IP address, we use that
host name for the MAC address;

    this is also happening if we don't have a host name for the IP address, and
we just use the IP address string.
