When merging files that rely upon the file extension to find the correct file
type, the merged file will fail to be read as one or more weak heuristic
wiretap modules will claim the file.
Considered extending create_tempfile() (in wsutil\tempfile.c), but would like
to hear what others think. Is there a case for making those file types with
weak heuristics only work by file extension?
