Both RFC 4068 (section 6.4.4) and RFC 5268 (section 6.5.3) both state that "The
size of this option in octets not including the Type and Length fields.
The code in packet-mib6.c even specifically references the section in RFC 4068
for some special handling as this option seems to be the exception to the rule.
