1.0 branch 1_0_rel0b (20091008), GnuTLS 2.12.18, Gcrypt 1.4.6, without AirPcap.
Intel(R) Core(TM) i7 CPU 950 @ 3.07GHz, with 12279MB of physical
memory.

After WireShark is started with the Run As Administrator, the dialog box allows
one to browse and create new folders, but the value saved is always the value
of %USERPROFILE% (or notable subfolder entries like %USERPROFILE%\Desktop)
whether for the first entry, subsequent entries, or edited entries.
If WireShark is closed and the file:
%USERPROFILE\AppData\Roaming\Wireshark\geoip_db_paths
is manually edited, the folder value is respected and the GeoIP databases are
loaded (as seen by loading a capture and choosing Statistics, Endpoints, IP).
The same behaviour was observed in 1.10.6 on the same platform.
After a manual entry is created, subsequent starts of WireShark allow custom
folders to be created from the dialog box.
