I think that is not a duplicate of bug 9179. 
On my system the capture file for testing annexed at this bug (9041) made a
crash, the file annexed to bug 9179 runs correctly.
My WireShark is version 1.10.6 and runs on Win XP SP3.
I have also tested the two annexed files with a Win8 64 bit and wireshark runs
correctly.
I suggest to investigate about the packet "SIP/2.0 202 Accepted",  present in
this bug, and packet "SIP/2.0 603 Decline". I runs my wireshark with two
different captures with this two packets and the application crashes.
