The file has Cisco HDLC frames with protocol types 0x0021, 0xc021, 0x8021,
0x8027.

I understand from http://www.nethelp.no/net/cisco-hdlc.txt that the protocol
types of Cisco HDLC are the same as for Ethernet. So they should be listed in
http://standards.ieee.org/develop/regauth/ethertype/eth.txt 

8021         Matsuhita Graphic, Protocol unavailable.
8023 - 802D  Metaphor, Protocol unavailable.

and sth similar for the other two.

This does not give us any hint how to decode the payload for these protocols.
Could you point me to a document where they are defined?
