Yes, colouring rules use the same filter engine and syntax as the display
filter. I actually don't know if a disabled rule affects performance at all, we
don't currently include any disabled rules by default.

I don't feel sufficiently knowledgeable to make a call here, so I've asked for
opinions on the mailing list. Hopefully there will be a consensus.
