Currently in the GTK UI I can open the capture comment dialog by clicking on
the icon in the status bar. There is no menu item. The attached patch adds a
menu item for GTK to show the capture comment dialog.
I have not set up my systems to build QT yet. I took a quick look into the qt
directory, but I'm not sure if QT already has a dialog/edit window for the
capture comment or if this can/can't be accessed via the menu bar. If these
changes would also apply to QT, please tell me, then I can work on a
development setup on my computer.
