The Modbus dissector has the ability to call the OpenSafety dissector.  The
"large packets" are big enough to be picked up by the OpenSafety dissector (but
apparently not good enough to do anything with).  Disabling the Modbus/TCP
heuristics within the OpenSafety dissector allows the "large packets" to be
displayed.

Is this NOTABUG or can/should the OpenSafety dissector heuristics be tightened
(or disabled by default)?
