WCDMA RLC dissector cannot assemble PDUs under the following conditions.
1. The SN of a RLC UM PDU does not start from 0 at the top of pcap file.
2. The SN of RLC AM PDUs was reset to 0 due to a new RRC Connection
(re-)establishment.
3. The SN of RLC PDUs got wrap-around.
