packet 8338 seems to cause the massive memory usage
the underlying problem is that mp2t reassembly is not working correctly in all
cases
for now, I'd guess that the easiest fix is to hard-code the maximum section
length of 4096 bytes. If mp2t sees a payload larger than this, it can't
possibly be a section...
