I've added enhancements to support the dissection of CMAS.
Commercial Mobile Alert System broadcast SMS for CDMA.
CMAS consists of broadcast SMS for Presidential alerts, AMBER alerts, etc.
I fixed the header dissection for long multi-part messages. I found the
previous code failed to dissect messages captured off a live network.
I cleaned up the display of the text parts of the SMS messages themselves and
made it a little more general so that the CMAS code could share it.
I pulled out the duplicate TSB58 strings that the ANSI A-inteface dissector
was using.
Those strings are now in packet-ansi_tsb58.c/.h and were included in a patch
for the ANSI A-interface.
