Can you list your steps to reproduce this?  I tried but couldn't.  My Wireshark
automatically closes the (empty) capture file if no packets were captured.  But
I also tried creating an empty file with dumpcap and then opening it and doing
Save-As and it worked fine.

Oh, and what is the file type of the capture file and what type you're trying
to save it as (I suppose PCAPNG).
