Changing the order of heuristics may be the "simpler" solution, but once we
start changing the order of heuristic dissectors, problems become harder to
troubleshoot because they require the whole history of the traffic instead of a
simple traffic.  Are you sure the benefits in implementation outweigh the
troubleshooting problems?
