For Windows builds, uncomment the WANT_PACKET_EDITOR line in config.nmake. See

As Evan mentioned, it's only in the GUI for now, but there were a couple of
proposed GSoC projects to extend/enhance the packet editor features, neither of
which were actively pursued though. See:
