[PATCH 3/5] test/decryption: separate source dir to test dir

Since the test directory is newly created each time, there is no need
for checking for conflicts (bye DC_ID!). Because of test suite
limitations $TEST_OUTDIR is not available when the suites are sourced.
Therefore $TEST_HOME is moved from test.sh to the decryption suite
(which was the only user of TEST_HOME).

As $HOME/.wireshark/$UAT is consulted before "DATADIR" ($WS_BIN_PATH),
use the home directory for storing UAT.
