Should a bounds error be thrown so early (if at all)?   At worse, I would think
of adding an expert info call, so that if length doesn't exactly match, at
least a few elements will be dissected before one of the subsequent
proto_tree_add_xxx calls throws the bounds errors at the exact byte it can't
dissect anymore.
